Delaware County, IN County Commissioners Proposing Partnership to Consutruct New 50,000 sq. ft. Shell Building

(August 18, 2011-Muncie, IN) The Delaware County Commissioners announced plans today to work with the Muncie-Delaware County Economic Development Alliance to construct a new 50,000 square foot “shell building” in Daleville next to the Heartland Business Center. The proposed building will be expandable to 90,000 square feet. It will give the community its first shell building along the I-69 Interstate Highway System. The success of the shell building program over the past 10 years is well documented. Over 1,200 jobs and in excess of $70 million are tied to this initiative.

“Delaware County continues to be aggressive in its attempts to attract new business and industry to our community. We do not see this building as competition for the recently announced shell building in the City of Muncie but rather a complement to a very successful program within our community,” said Todd Donati, President of the Delaware County Commissioners. “Having a building such as the one we are proposing gives Delaware County a “competitive advantage” when trying to attract new and expanding businesses offering new jobs and tax base. This building program will be a partnership of the County Commissioners, Delaware County Redevelopment Commission, Town of Daleville and the Economic Development Alliance. The intent is for the building is to target companies looking for 50,000 to 90,000 square feet with an interstate highway preference. The Daleville area has had tremendous job growth over the last five to ten years to in large part to the investments made by the Commissioners, Town of Daleville, and the Redevelopment Commission. Today’s announcement is another investment in working to continue to grow this area,” Donati added.

“Leading national consultants say that between seventy and eighty percent of companies looking to expand or relocate will look at communities that have existing buildings first. Having a shell building can save a company five to six months of construction and permitting time,” said Terry Murphy, Vice President, Economic Development for the Muncie-Delaware County Economic Development Alliance. “That time savings really is a difference maker in many company’s decision making process. In addition, the presence of a shell building can bring companies to the community that otherwise would not visit. In getting the company to the community we are afforded an additional opportunity to sell other areas in the community if the building does not meet their needs.”

“The attraction of new companies such as Progress Rail, Magna, Brevini, ERCO, DSE Trucking and Hawkins Distribution, have taken over one million square feet of available real estate off the market,” said Jay Julian, President and CEO of the Muncie-Delaware County Chamber of Commerce. “This initiative will help replenish our inventory of quality available buildings.”

Donati noted that the Delaware County Redevelopment Commission would like to issue a “Request for Proposal” sometime in the next thirty days.
