Bruce Baldwin began working with economic development programs for the Muncie-Delaware County area in March of 1987. His previous work experience included working for the Delaware-Muncie Metropolitan Plan Commission. He started working for the Plan Commission in 1970 as a draftsman/planner and eventually left in 1987 as its Executive Director. He then began work for the City of Muncie as its Director of Redevelopment as a partner in the local economic development initiative. He held this position for nearly five years, until the City of Muncie discontinued funding the Department of Redevelopment. Due to the unique local economic development partnership, and the passage of EDIT (Economic Development Income Tax) in Delaware County, the funding for the city's redevelopment program became the responsibility of the economic development program. This partnership has been highly recognized since its inception as Horizon '91 and continuation over several programs into what is now known as Vision 2011.

Baldwin's current duties include the coordination and administration of the City of Muncie and Delaware County economic development incentives programs.

The City of Muncie's programs include:

• City of Muncie low interest revolving loan fund
  
• Microloan
  
• Tax abatement Industrial revenue bond
  
• Two City of Muncie tax increment finance (TIF) districts
  
• Ontario Place Certified Technology Park 

The Delaware County programs include:

• Five TIF districts
  
• One Community Revitalization Enhancement District (CReED)
  
• Rural loan
  
• Tax abatement
  

Baldwin's education includes:

• Bachelor of Science Degree in Liberal Arts from Indiana State University
  
• Master of Public Administration Degree from Ball State University
  
• Graduate of the Economic Development Institute through the University of Oklahoma
  
• Professional certification as an "Economic Development Finance Professional (EDFP)" from the National Development Council
  
• Graduate of the Institute for Organizational Management (Chamber Institute) through the University of Notre Dame
  

Baldwin has also served as a contractual faculty member for Ball State University in the Department of Political Science. He currently is on the Innovation Connector Board of Directors and the Hillcroft Services Board of Directors.

He currently resides in Muncie, Indiana with his wife Connie. He has three sons, a daughter-in-law, and four grandsons.
